Important Update: Faculty on sabbatical do not complete the SMCS process. In addition, Postdocs are excluded from the SMCS collection.

About the SMCS

The State Mandated Collection System (SMCS) is used to collect faculty activity data each semester to meet the requirements mandated in the appropriation bill enacted by the General Assembly of the Commonwealth of Pennsylvania (Appropriation Act 32-A, Section 6 and 7). Penn State has been collecting and reporting faculty activity data to the state since 1973, when the Snyder Amendment to the Appropriation Act was first enacted. This data is being collected via a web form. At the end of each fiscal year, the faculty activity data is reported in both a detail and summary format to the Joint State Government Commission of the State General Assembly.
